You need to ask on a legal group, but I don't think that latter document has any status at all, especially if it means having access to funds (other than by becoming a formal joint-account-holder and signatory, for example) or entering into contracts on their behalf. Of course, someone can pay another person's bills, but they must use their own money, not the absent-person's.
