Hi Frank

I take it that this refers to personal assistance in social care provision. If this is the case then there is a wide body of UK literature on Direct Payments which may be useful. A search of the British Journal of Social Work using the terms 'direct payments' or 'personal assistance' would show relevant literature and suggest possible leads. There is a recent article which appears connected to Pik's enquiry: Leece, J (2010) Paying the Piper and Calling the Tune: Power and the Direct Payment Relationship. British Journal of Social Work. 40 (1) pp 188 - 206.

Actually, I'm doing research about PA services implement for Thailand, it's new  for Thai social, so I would like to see how other  countries provide this kind of services and what are the ideas of services user , providers and PA themselves.
