Debatable no doubt, as so many 'personal data?' concepts are.
I tend to the view that it is. For example if there is an entry in my
file which says "Phil Bradshaw married Joy Lynch", I believe the words
Joy Lynch are clearly my personal data. If there is an attendance list
which lists me and 100 others attending a seminar, I am happy that the
other 99 names are not my personal data. The current example lies in
between but on the scale is I think much closer to the first.
I also have in mind FOI . If he has framed this as a very specific SAR
it matters. If he has just asked the question, then it doesn't as if you
are right and it is not personal data he would be entitled under FOI
i.e. I would tell anyone who asked that "Shortlisting for the FOI post
was undertaken by Phil Bradshaw, Information Manager, and a Human
Resources Assistant"
