I would suggest a more unequivocal "yes" to your question - The effects of treatment are discounted in the DDA - Migraine can be very severe and disabling and is generally long term - whilst always the tribunal's call etc... it would seem more than reasonable to err on the side of a yes here
IMHO migraine and other episodic conditions (fibroids etc) can be difficult ones to call as it depends on frequency of the impairment etc. Sometimes it's clear one way or another but often you have to say it is difficult to advise so best for management to err on side of caution - then focus on advising on impact and what self-care the employee can do (if not already doing).
