As this came up in an earlier query I am re-posting a slightly
edited version Nick Kingsley’s reply to David Hay of BT from that
occasion (15 October 2008), which I think needs little further comment:

David Hay raised an interesting question about the status of the
records of the newly nationalised and partly nationalised financial
institutions in his message to the list on Monday. However, the
acquisition of equity in, or nationalisation of, a company does not automatically
make its records Public Records under the terms of the Public Records
Acts, as the example of Rolls Royce, nationalised for a time by the
government under Edward Heath, makes clear. We therefore have no plans to
regard the records of Northern Rock or the Bradford & Bingley as Public
Records.

After the
government’s recent takeover of several banks such as Northern Rock, have
the records belonging to these institutions become public, or are they still
considered private business records?
