Yes, from the GGUS point of view they call it "notify" because they have no real concept of assigning to a site, what it actually does is "notify site and assign to the associated ROC" but that would be a bit long for a label ... but from a submitter's point of view I think "assign to site" would be a better reflection of the function. I also suggested differentiating both the site and ROC fields in some way on the form to indicate that they were "expert" options that shouldn't be used unless the submitter knows what they're doing, but they didn't like that either.
