Surely if the vaccine is going to be used on the individual concerned and you just want a new needle to be certain that it is sharp enough, the individual (who flinched) is the best needle removing device I can think of! If the vaccine is not intended for that person, you should just ditch the whole lot. The contaminated needle needs to be safely removed so that a new needle can be put on the syringe and contents used.
