There wasn't one produced for the Data Protection Bill.
Instead there were what was called "Notes on Clauses" which were available
to MPs and Peers. I am sure the Commissioner has a copy of these Notes on
Clauses in their Library because I sent them a set in Mrs France's time.
What you need also is a copy of the second reading Bill as the Notes will
refer to those clauses.
