"If any contamination is found during the site investigation......" is a bit of a catch all, I would have thought "If any significant contamination is found........" would be better.
 
"The site shall be remediated in accordance with the approved measures before development begins.  "  This does seem to preclude technologies that can go on during development.  Also need to be careful on large sites where the remediation and development might be phased, and remediation ongoing on one part of the site, whilst other parts have been remediated and are being developed.  Also, on large sites, some areas may not need remediation and could be developed whilst the problem areas are remediated.

I cant be bothered to comment on the long one but the short one looks interesting… please note even the masterful planning inspectors have produced a circular condition.

CONTAMINATED LAND [FOR SMALL AND/OR SIMPLE DEVELOPMENTS]

No development shall take place until a site investigation of the nature and extent of contamination has been carried out in accordance with a methodology which has previously been submitted to and approved in writing by the local planning authority.  The results of the site investigation shall be made available to the local planning authority before any development begins.  If any contamination is found during the site investigation, a report specifying the measures to be taken to remediate the site to render it suitable for the development hereby permitted shall be submitted to and approved in writing by the local planning authority.  The site shall be remediated in accordance with the approved measures before development begins.  

If, during the course of development, any contamination is found which has not been identified in the site investigation, additional measures for the remediation of this source of contamination shall be submitted to and pproved in writing by the local planning authority.  The remediation of the site shall incorporate the approved additional measures.

Here is the  one we use:

C 3613- At least 28 days before the development hereby permitted commences on the site, a soil survey shall be undertaken and the results provided to the planning authority. The survey shall be taken at such points and to such depth as the planning authority may stipulate and laboratory results shall be provided as numeric values in an electronic formatted excel spread sheet. Before development commences a scheme for decontamination shall be agreed in writing with the planning authority and the scheme as approved shall be implemented before any part of the development hereby permitted is occupied.

You’ll see a shortened version of the existing 5 standard conditions for smaller developments, any comments on this? They seem to have missed off Verification.
