I wonder if anyone has suggestions for identifying a bill that looks very similar to both a frigatebird (Frigata ariel) and a cormorant (Phalacrocorax auritus)? I have the bill only, and I am using photos to ID rather than actual comparative specimens. The measurement I have taken of the complete bill length is around 63 mm, which is more consistent with the cormorant according to my sources. Is it possible at all that this could be a juvenile frigatebird?

Thanks in advance for any suggestions,
