It's all about the flicker indiscernable to the eye (and as a migraine sufferer I find this a frequent trigger particularly if combined with other risk factors).

When I make recommendations about changes to environment/lifestyle in work I also tend to add a sentence saying "the employee should also consider how they can apply this advice outside work to further enable them to manage their symptoms" as no point work bending over backwards if they then go home and sit under a flouresecent light in their kitchen all evening while on a laptop methinks.
