 - an interesting authority to get in touch with would be Swindon - I understand that they are the first city to provide free wi-fi throughout the city centre (presumably including libraries??).  If every council had this in 5 years time, now that would be customer service!  :-)

Bexley's public wi-fi is filtered via LGfL to the same level as standard
PN internet access.

We are especially concerned about the potential repercussions and
