In effect - yes. There is a statutory duty to have a planning register open to public inspection, and under EIR to make environmental info progressively available by electronic means.

That does not mean one can publish everything regardless and one still has to be mindful of DPA and other issues like identity theft e.g. no publishing the applicants' signatures !!!

More seriously: Can we sort this, is there some clause/principle involving
an overriding public interest that enables council's to make planning data
available to the public and council employees for the long term, with or
without the applicant's name, but with the address?
