The public records office close to Heathrow had a similar problem.
Documents which were of great historical interest etc were retrieved
by suitably dressed staff and vacuumed in a decontamination area concurrently
with a general clean up removal so it can be done.
It would look therefore that some form of "expenses" or other
embarrassing records are there ?
