Representation at ISO is by national bodies and in the case of the UK for the ISO committee that governs MLR development, this is
"IST/43".
Anyone may apply to [log in to unmask] to become a committee member and is unlikely to be refused membership (refusal may
occur if an organisation tries to pack-out a committee). There is no fee for IST/43 membership. Committee members have full access
to documents and are eligible to participate in ISO SC36 working groups. They may also circulate ISO drafts within their "nominating
organisation".

In practice, IST/43 often has observers to meetings who are not committee members and involved interested non-members in review. I'm
happy to discuss what "involve" means off-list.

I am not aware of rules in Canada but Jake Knoppers is generally head of the Canadian delegation to SC36.
