I have several I use and adapt from time to time...
"it is the decision of management if the recommendations can be supported by the company"
"I have advised Mr x to discuss my recommendations with his manager to establish if these can be supported and other options available."
"a suggested phased return to work programme may be X hours per day for the first week..... I have advised Mr X that working hours are the remit of the manager and start and finish times will be a management decision as to the business need (however consideration may need to be given to start time)"
I dont always put the bracket section in depends on the individual/condition etc. I may be more specific.
but these phrases do put the ball firmly in the manager/company's court.
