This happened to us today as well, and the same thing happened a few weeks ago. I was told that it was because our proxy IP was blocked due to an abundance of downloading (which is not entirely unusual for a proxy IP). Our access has now been restored; however, I'm suspicious that something may have changed at the ACM recently if others of you are also having this problem. Has anyone heard anything more?
