That is helpful. I understand Samir's frustration when he says that our (EFTC's) official condemnation is not enough but, frankly, it is quite difficult to see what more the EFTC can do.  We have to remember that the EFTC is not a funded organisation with huge financial resources to bring to bear on issues like this.  Nor are any of the Serbian treatment centres members of the EFTC (nor have they attempted to join).

In practice, the EFTC is a small umbrella federation of treatment centres operating within a therapeutic community framework with membership funding barely covering the administrative costs.

However, that said, I did notice that this centre also appears to be part of a religious order.  Is it possibly part of the Serbian Orthodox Church?  The article does not clarify whether this is the case.  If these treatment centres (including the one which the EFTC recently denounced in an international press statement) are all under the aegis of the Serbian Orthodox Church, it may be that an approach from the EFTC (possibly through senior religious individuals whose organisations are members of the EFTC) offering assistance in terms of training and development, care standards etc. might be a possible route forward.

If that were to happen, then it would be important that other EFTC members became actively involved.  As a membership organisation, EFTC struggles to deliver on its existing commitments and far too often, these are delivered by a small group of individuals with most of the membership being largely inactive.

For those of you (most, I suspect) who are unable to read Serbian, I have provided Google translations in English, Spanish, Italian and French.  These are computer-generated translations so they are fairly inadequate but should at least give you some idea of the original content.

Mybe I can help regarding language problem: I speak Serbian and Croatian language very well.
Mybe Samir's and my language knowledge can help if we - EFTC or/and other bodies – will start with much intensive acitvities regarding violence and other type of abuses of high treshold treatment programmes?
And we should not forget this is not only Serbian problem!

Really sorry to hear about that Samir! Is there any kind of peer-review that could be put in place? Like members from different communities visiting each other on a regular basis and assessing the quality of treatment and the ways in which it is put in place. This could be achieved, for instance, having as a part of the structure interviews with the clients.

Here is the press article about two associates from treatment center "Crna Reka" in Serbia, which are convicted two and half years and one year sentences for rape and aggression of residents.

We on Balkans really need help to start talk about treatment abuse and to create environment which will not enable such behavior. Just official condemn on behalf of EFTC is not enough. Is there anybody who has some ideas what should be done in practice?
