hi
this is quite common within industry, i had to sign a 6 month tie in when a company paid for me to do a pg cert in ergonomics. NHS put me through the 2 yeare degree with no tie in!

I am about to start my OH Degree and have had to agree (although not signed anything yet) to a two year learning contract, which will enable the Authority to claim back the full cost of the fees if I leave within two years of completing the course. This is by all accounts a legally binding contract. I have know the Local Authority I work for claim back these fees from employees who leave before the end of the two year learning contract.
