Your colleague needs legal advice.  I guess it depends upon how difficult you employer wants to be
but I guess it is legally binding whether written or verbal.  There is something more here though,
in my opinion, morality.  You agree to the terms so why not fulfill them.  If I was an employer I
would also be looking at recovering not only the fees but the additional cost of release from work.
Try telling your bank that ' thanks but I have changed my mind now so shove it!'  No matter what
your relationship is with your employer is basically what happens in these situations and it leaves
a very bad taste all round.  I have known new employers agree to meet these costs as part of the
employment package.
