You apparently have to "live in Newport and not already borrowing from any Newport Library." The Archive has a thread in 2006 where Newham reported a scheme but this was dropped after no take up. There is also mention of an earlier thread which I could not find. With the credit crunch it's possibly not the best time to plan such a scheme, and the beginnings of ebook loans from public libraries may knock this on the head anyway. However I'd be interested to know if any schemes are running, if any have been tried and folded in the past 3 years and generally what the likelihood is of them happening in the future.
