Vacancy: Protection / Legal Consultant Period: 1 October - 30 November 2009 The Geneva-based Internal Displacement Monitoring Centre (IDMC) is looking for a Protection / Legal Consultant to strengthen and mainstream research, analysis and reporting of specific protection rights and needs of displaced persons into IDMC’s monitoring and advocacy work. IDMC of the Norwegian Refugee Council (NRC) is the leading global monitor and an important advocate for the rights of internally displaced people (IDPs). For more information, visit IDMC’s website at www.internal-displacement.org IDMC’s online database provides comprehensive information and analysis on the situation of IDPs displaced by armed conflicts and violence in some 50 countries, with regard to their rights under international law, as restated in the Guiding Principles on Internal Displacement. The database was set up in 1998, following a request of the UN Inter-Agency Standing Committee. Based on its monitoring and data collection activities, IDMC advocates for durable solutions to the plight of IDPs in line with international standards, and for an improved protection of IDPs’ rights among national authorities, donor states, international organizations and other stakeholders. IDMC carries out training activities, based on the Guiding Principles and other relevant international standards and policies, to support local, national and regional capacities to provide protection and secure durable solutions for IDPs. IDMC regularly makes written submissions to the UN human rights mechanisms and the Human Rights Council Universal Periodic Review (UPR) and is currently changing the format of the country profiles of internal displacement published on its website. In this context, it is developing policy and guidance to ensure that its submissions and country profiles reflect a comprehensive analysis of international human rights and humanitarian law standards applicable in situations of internal displacement. Responsibilities Under the supervision of the Senior Training/Legal Officer, and in close cooperation with the IDMC Departments of Monitoring and Advocacy and Training & Protection, the Consultant will: * Contribute to reviewing country profiles and submissions to human rights mechanisms (Treaty Body and Special Procedures) and the Human Rights Council Universal Periodic Review * Contribute to developing/finalising policy, guidance, related materials and training sessions to ensure consistency and accuracy in analysis and reports and submissions. * Undertake research, provide advice and training, as needed, to IDMC staff on matters relating to human rights and humanitarian law applicable in situations of internal displacement as well as the UN human rights mechanisms and UPR. Requirements * Advanced degree in law, preferably with focus on human rights and international humanitarian law * Three years of work experience in humanitarian protection work, human rights law practice or field work, including practical experience with the UN human rights mechanisms * Excellent written and oral communication skills in English * Fluency in another UN language is an asset Application The deadline for applications is Tuesday, 22 September 2009.
