From what I recall, and without looking this up, any person who can
show that they have a legitimate interest in obtaining the details of
the registered keeper of a vehicle can, on submission of their
justification, proof of their identity, and the requisite fee, obtain
that information. I believe that just have to assert the legitimacy of
their interest.
