Age strikes again!
"La nef, refaite au XIIIème siècle dans le style gothique de l’Ouest, conduit au tombeau de sainte Radegonde, situé dans la crypte sous le choeur. Avant de l’atteindre, on peut admirer toute une série de grands vitraux. Deux d’entre eux racontent la vie de la sainte. Une fois parvenu dans le choeur, on peut remarquer la beauté des chapiteaux, accéder à la crypte, ainsi qu’au sarcophage devant lequel se trouve une statue de marbre offerte par la reine Anne d’Autriche."
 
So Anne offered a statue. The plaque I recall was probably placed near the statue in order to identify the donor (and brag about the importance of the place to the Crown).

Anne d'Autriche evidently credited a pilgrimage (or visit) to the tomb of Ste Radegonde in Poitiers for the birth of the future Louis XIV because she had just such an ex voto created for the shrine. I haven't seen the thing for over forty years and may be having a very senior moment but I'm 99% certain of my "facts." I'll search for a photo. And you're probably right about your dates. Whether through respect for the queen or something else, Anne's ex voto stands pretty much alone - again if memory serves me well.
