Does anyone have information regarding de facto maritime zones around the 5 
fragments of Spain on or near the coast of Morocco (from west to east) 
Ceuta, Penon de Velez de la Gomera, Penon de Alhucemas, Melilla, and Islas 
Chafarinas?

Also, is it uncontested by Spain that the maritime zones of these 5 fragments 
are "enclaved" within the maritime zone of Morocco, or is it possible that Spain 
may claim that (at least) Ceuta and Melilla are entitled to full EEZs, which may 
by equidistance be contiguous with the EEZ of mainland Spain, thus denying 
Morocco any maritime zone at all for certain portions of the western 
Mediterranean?

The Fourth Edition of Jane's Exclusive Economic Zones 2002-2003 simply 
states that Morocco and Spain have not concluded any maritime boundary 
agreements, and the online resources at seaaroundus.org and the VLIZ 
Maritime Boundaries Geodatabase portray a maritime boundary between the 
mainland coasts through the Atlantic Ocean and the Western Mediterranean 
calculated as a median line (evidently adjusted south of Alboran Island).

None of these sources discuss or portray any maritime zone of any kind 
(Territorial Sea or EEZ or EFZ) around these 5 fragments.

Granted that Morocco does not acknowledge the sovereignty of Spain over 
these 5 pieces of territory, has there been any arrangement made to govern 
fishing near them, or other practical lines drawn?
