The ‘Template Twitter Strategy for Government Departments’ by Neil Williams is a handy tool for getting started on Twitter. Even if not all of it is relevant to you, it addresses some of the concerns people have about Twitter and comes up with solutions, as well as containing a whole other lot of useful tips:
