Houses of Learning
MPs heard more about the work of museums, libraries and archives at a reception at the House of Commons (29 June 2009). The members were able to meet with the MLA's new regional field team and other key staff and heard speeches from culture minister Barbara Follett, MLA Chairman Sir Andrew Motion and Chief Executive Roy Clare. They also heard about the partnership work of York Library Service from the new president of the Society of Chief Librarians, Fiona Williams and volunteer Gillian Holmes.
The event Our Museums, Libraries and Archives - enriching lives through learning, also explained how the MLA has committed to getting 3,000 local museums, libraries and archives to pledge to open up their spaces and resources for informal adult learning.

Can we prove the value of the cultural sector?
Museums, libraries and archives have an opportunity to join the debate about the relevance and benefit of Social Return on Investment (SROI) as a way to measure the value of their public services. The MLA wants to hear how professionals view SROI as an outcome measurement and performance management tool and to identify approaches to prove its value. The MLA also recently facilitated a seminar about the potential for SROI to show how it might prove their worth. This debate is part of a series of engagement activities with museums, libraries and archives to explore more powerful ways to demonstrate the real impact of their investment decisions. The MLA has set up a web-based forum to help develop this discussion further; and inform the sector of important developments and relevant future publications.

Future of cultural property unit secured
The services delivered by the MLA’s highly respected Acquisitions, Exports and Loans Unit (AELU) will be maintained and enhanced as the MLA completes its organisational transformation, the MLA said today.

Funding Agreement between Department for Culture, Media and Sport (DCMS) and the Museums, Libraries and Archives Council (MLA) 2008/09 - 2010/11
This agreement is between the Department for Culture, Media and Sport (DCMS) and the Museums, Libraries and Archives Council (MLA) for the funding period 2008-11. MLA is a company limited by guarantee with charitable status and is sponsored by the DCMS. Its board members are appointed by the Secretary of State for Culture, Media and Sport. It is a non-statutory Non-Departmental Public Body (NDPB) and the lead strategic agency for museums, libraries and archives.

National Strategy disappointing, Davies tells minister
MA president Stuart Davies, meeting culture minister Barbara Follett, said the National Museum Strategy was disappointing. The likely delay in the publication of the strategy, he added, is an opportunity for a complete rethink.

MA offers members new low cost ways to recruit
MA institutional members are changing the ways that they recruit staff, said Will Adams, the MA's head of sales and marketing. In recognition of this, the MA has radically overhauled its recruitment advertising. Recruitment advertising rates now recognise members and, in particular, smaller museums and contract posts.

Postcards from the Park 2009
The Heritage Lottery Fund (HLF) and Big Lottery Fund (BIG) have again joined forces with GreenSpace to re-launch the Postcards from the Park photo competition for the third year.
The photographs will be judged by the celebrated photographer Mike McCartney, and £1,000 in Jessops vouchers is up for grabs for the lucky overall winner. It’s a chance to celebrate and capture what you love about your park. This year special categories include people at play, wildlife and heritage. The competition is now open and runs until the 3 August 2009.

ICON conference : Conservation in Focus 2010 - CF10 - Cardiff, 25-26 March 2010
The first day of the Icon Conference will be plenary sessions for all ICON members and the second day will allow ICON Groups to host half day events.
The themes for day one will be:

Jodi Awards for Accessibility in Digital Technology. Nominations Sought
The Jodi Awards are for museums, galleries, libraries, archives, arts organisations and heritage venues which use digital technology to widen access to information, collections learning and creativity for disabled people. Nominations from all kinds of projects, small and big, low-tech and hi-tech and for small and large audiences are welcome. What counts is the value of a project and the quality of engagement with disabled people. Every kind of digital technology is eligible, from websites, in-gallery interactives and audio-guides to PDA tours and multimedia projects. The deadline for nominations is 25 September 2009.

Tips on digital preservation
Tips were included in a presentation by Jack Latimer at the Community Archives Conference 2009. They are based on advice from Heather Needham, the Principal Archivist (ICT & e-services) at Hampshire Archives and Local Studies. The presentation also introduced the Community Archives Cataloguing Guidelines.

New DACS licence for museums and heritage organisations in the pipeline
As an institution or individual, digitising works for educational use can be a prohibitively expensive and time consuming process in terms of clearing rights. And what of works where the rights holder can’t be traced, so called orphan works? For the Museums and Heritage sector a solution may be on the horizon. Within the new licence proposed by DACS (Design and Artists Copyright Society), institutions within remit would be able to:
- Digitise analogue resources and provide access to digital copies in the manner specified
- Digitise large numbers of items
Key benefits of using the licence will be the ability to:
- Greatly reduce the administrative burden involved with tracing rights holders when digitising works
- Obtain legal certainty (indemnity) over copied works, even for orphan works and works from countries without a reciprocal copyright agreement.

Big Board Talk
The Charity Commission has launched 'the Big Board Talk' - the conversation all charities need to have. In light of the current recession, we have produced a practical tool, in the form of this checklist, for trustees to use. We have designed the checklist to be suitable for all charities to use. The 15 main questions will not all be relevant to every charity - it will depend on a charity’s size and how it operates. The checklist reflects a good practice approach that charities should use when regularly reviewing the way they operate, and this approach becomes especially important during an economic downturn.

Spotlight on charities in Wales
The charity sector in Wales differs in some key respects from that of England. In February, for the first time, we published an overview of charities in Wales. A snapshot of charities in Wales showed that 90% of the 9,000 charities in Wales work solely in Wales and are run by nearly 42,000 trustees. The report shows that the breakdown of charities in Wales by income band is slightly different to the breakdown of charities across the Register. The number of small charities, with income under £1 million, for example, is larger than the proportion of small charities across the Register as a whole. It also shows that Wales has a smaller proportion of larger charities, those with incomes over £5 million, than the Register as a whole. Together, charities in Wales have a combined income of £1 billion.

Museums win rare assets battle
Charities have won a long battle against proposals that could have forced them to spend millions of pounds valuing rare or unusual assets in order to declare them on their balance sheets. The Accounting Standards Board had said valuations for all "heritage assets" would need to be included on the balance sheets of the country's charitable trusts and museums. However, after consultations with charities and auditors, the requirement has been dropped from the final version of the ASB's Financial Reporting Standard 30: Heritage Assets. Art Fund publishes research into the public value of art collections
Eight years after free admission to museums and galleries was introduced, The Art Fund releases its new research, Free to see - but what’s next?, exploring what has happened since the national museums freely opened their doors, and what value the British public places on their national art collection. The research finds that free admission is highly valued and boosts the sense of public ownership of national museums. But it also finds that other barriers still remain which prevent people from visiting museums and galleries.

Social Return on Investment (SROI)
SROI is an approach to understanding and managing the impacts of a project, organisation or policy. It is based on stakeholders and puts financial value on the important impacts identified by stakeholders that do not have market values. The aim is to include the values of people that are often excluded from markets in the same terms as used in markets, that is money, in order to give people a voice in resource allocation decisions. SROI is a framework to structure thinking and understanding. It’s a story not a number. The story should show how you understand the value created, manage it and can prove it.

The Marsh Volunteers for Museum Learning Award
In June 2009, the British Museum and the Marsh Christian Trust presented their first awards for volunteers engaging museum audiences. The Egypt Centre in Swansea won the regional award for its young volunteers.
Army castle artefacts on the move
Dozens of military artefacts are being moved temporarily out of a museum at Cardiff Castle while a new attraction is built. They will be stored at the Royal Regiment of Wales Museum in Brecon. The Royal Welsh and The Queen's Dragoon Guards will open an exhibition in January next year, replacing the Museum of the Royal Welch Regiment. It is thought to be the first time two regiments have worked together in such a way.
