Dear Nick

this is an interesting issue. Tallis Commons uses as its basis two 
licences: CC ZERO and Open Data Commons Licences - which have been 
around now for a little while. The premis of CC Zero is that the 
creator waives all their rights, whilst the principle behind Open Data 
Commons is to provide a mechanism for the licensing of data and any 
subsequent database rights which might arise - currently not addressed 
adequately by the suite of CC Licences. In effect, CC Zero could also 
be used for data. 

My sense is that both licences are more suitably applied to data and 
databases, rather than content. I think within a cultural heritage 
context, there may be some scope for the application of either to pure 
data, but my view is that the suite of CC standard licences are more 
fit for purpose for cultural heritage content than the licences 
encapuslated within the Tallis scheme. It would be interesting to hear 
other thoughts from list members on this issue
