hello Abbey,
in response to your questions, Kirklees libraries (West Yorkshire)
(a)  allow access to all social networking sites 
(b) there is no difference in access for adults or children. There is
however a difference between staff and public access with staff profiles
being more restrictive!
(c) the only sites that might be blocked would be those which fail to get
past our corporate filtering/censoring software, currently a somewhat
unwieldy package called ‘Fortinet’.

The most popular sites seem to be accessible as we have had very few (if
any) comments about any lack of access. The question of staff access is
gradually resolving itself as our IT dept become more amenable to our
requests that staff are able to see the same applications as our users in
order that they are able to help them.
