And my recent (on-going) experience is that my mobile phone provider, a bank
and a credit card issuer changed my address, issued a card and made a
balance transfer on the strength of a telephone call.  To be fair to them
the thief appears to have quite a few personal and card details which
surprised me.  Indeed it seems certain (to me) that they must have access to
data from a firm with which I have done business using the credit card in
question.

Only the realisation by telephone staff in two of those organisations that
my full names were unlikely to belong to someone with a strong African
accent led them to make checks with me direct.

Given that I am pretty careful with my data, this has been a further
warning.

Our Finance department have heard on the grapevine that the Information
Commissioner has issued best practice advice that they should only update
people's banking information on receipt of written and signed instructions
(ie a letter rather than email).  Does anyone know the origin of this?  I
can't find the guidance on the Commissioner's website, and I can't see how
such advice would be compatible with things like Internet and telephone
banking.
