Rob,
Nearly every
HLS agreement in England is underpinned by an ELS agreement (the rules of which
apply regardless of whether or not an HLS agreement exists on a holding), so in
effect the rules are exactly the same for HLS are they are for ELS and the
paragraphs you mention in the ELS handbook are the ones that will govern what
an HLS agreement holder can and can't do.
If you're in
any doubt, your regional HEA (Peter McCrone, I'm guessing) would be able to
clarify.

Dear All,
The new hand book for Entry
Level Environmental Stewardship published in October
2008 presented in much more detail
the caveats/requirements for Archaeological
fieldwork and metal detecting on
(post Oct 08) agreement holders land (section
1.5.5 I think). I’m having difficulty in tracking down the same
information for High Level. Can
anyone provide me with a page reference?? Area the caveats the same??
