The fact that nothing has happened to date is in fact quite a good indicator of the likely risk posed by gas. However it should not be relied upon on its own. Where there has been a real risk from gas there have always been other indicators before explosions occurred. No gas monitoring but no incidents either so some kind of equilibrium exists whereby minimal gas venting occurs over all of the site. Planning application for an extension, say "L shaped" along 2 elevations. If the extension is provided with gas protection measures then land along 2 elevations is effectively capped. To some extent an extension to an existing property actually reduces the risk from harmful chemicals by covering the ground with an extended building footprint, although there is a potential risk to construction workers. An informative indicating the need for a watching brief would be a proportionate response if it can be justified. What does anybody else think? Where we are concerned about gas risks we condition for gas monitoring or protective measures and indicate that the latter may be cheaper for small developments.
