That's right, they are xml based. Had similar problems myself before with people who had Office 2003 installed, even though they had the Microsoft XML converter pack installed. I think it was solved in the end by a service pack upgrade for office 2003, though not sure if this applies in your case anyway. We had an issue with downloading docxs from Bb when using IE (didn't affect Firefox). This wasn't to do with SafeAssign specifically - the courses in question were using the normal assignment tool. Blackboard doesn't have any issue accepting the file on submission but when the instructors went to download it they were getting a zip file which doesn't unzip to anything useful (apparently this is because docxs are xml based). As a workaround you can download within the zip that Bb creates when you go to the item download and select users page. The Blackboard application servers needed an updated list of MIME types in order to resolve this.
