No - "proportionate" is not the same as "end justifies the means".

RIPA isn't a "power" to be "used". It's a "framework for oversight" 
which *must* be deployed by public authorities (well, that's what the 
law currently says).

No, money laundering is not the same as "proceeds of crime". It involves 
going one stage further to disguise the proceeds.

RIPA was 2000. And a result of ensuring compliance with the Human Rights 
Act.
