Post-doc researcher to work on the EC funded study: Challenges and Good Practices on the Implementation of the UN Convention on the Rights of Persons with Disabilities in Europe

Job Description

 

The European Foundation Centre is managing the research project Challenges and Good Practices on the Implementation of the UN Convention on the Rights of Persons with Disabilities in Europe and will host one of the two researchers who will carry out the bulk of the research for the project. The project’s objective is to provide help and long-term guidance to Member States, the EC and various stakeholders on implementing the UN Convention. The study will involve a detailed analysis of the obligations set out by this international treaty, as well as gathering information on the various practices in implementing the UN Convention, from a legal and practical viewpoint, identifying challenges and measures to help achieve the UN Convention’s objectives.

 

The researcher, who will have an excellent knowledge of EC institutional and substantive law, will contribute to i.a. the following tasks:

 

-         identifying the measures which must be taken to comply with the UN Convention at EC and national level;

-         identifying potential challenges in applying the UN Convention, including the distribution of competences between the EC and the Member States, and recommend how to address them;

-         providing recommendations on the necessary steps to meet requirements set out in the UN Convention

-         identifying and mapping relevant players in implementing the UN Convention at national and EC level

-         collecting examples of best practice in implementing the UN Convention

 

The researcher will work closely with a second researcher specialised in the UN Convention, and with a research team and academic reference panel. 

 

Requirements

 

*	Required education/skills: Doctorate in EC law
*	Research experience in the field of disability law is desirable
*	In exceptional circumstances we will consider applications from an individual with an LL.M. or equivalent, where the applicant has research experience that is directly relevant to this position.
*	Excellent written and spoken English; 
*	Excellent management and organisational skills; 
*	Ability to cooperate and coordinate work with others and to work under pressure; 
*	Academic publications, preferably in the field of European law / disability law. 

Work-fields: Research (Scientific Discipline: Law)

The selected candidate will have the possibility of deciding whether he/she will be hired as an EFC staff member in Brussels or working as independent consultant.

 

 

A: If employed by the EFC 

 

Conditions of Employment

 

§         Gross salary: € 3223, 2 per month

§         “Home” Flight Reimbursement: € 500

§         Language courses: € 209

§         Meal Vouchers: € 6 per working day

§         Employment basis: temporary appointment for 10 months (until December 09)

§         Maximum hours per week: 37, 30 hours Monday to Friday

 

The rule concerning bank holidays is the same applied to the personnel of the European Commission, also bearing in mind the Belgian bank holidays.

 

The Belgian scheme for medical insurance and social security is applicable. Additionally, all members of the staff are covered by an insurance in case of accidents during the working hours, which also covers accidents occurring on the way to work from home and vice-versa. In addition to the above mentioned legal arrangements, with regard to medical insurance and retirement, the EFC has subscribed to a group insurance scheme, a group insurance against disability and a group insurance in case of hospitalization. All employees with an unlimited period of engagement should subscribe to these policies, which are paid by the EFC.

B: If employed as an independent consultant

 

§         Estimated maximum gross salary: € 4583.3 per month

§         Maximum working days to be devoted for the project: 180 working days (before end of December 2009)

§         The researcher would arrange and cover all his/her office costs and taxes.

§         The researcher can reside outside of Brussels, provided he/she can attend regular meetings with other researchers, directors and EFC staff.
