I have also
spoken to the ICO now. They
agree it is ok to (re)use information that is publicly available on the
internet in the way that we do. The lady did refer me to page 31 of http://www.ico.gov.uk/upload/documents/library/data_protection/detailed_specialist_guides/data_protection_act_legal_guidance.pdf:

with the fair processing requirements of the Act provides an
opportunity for
data controllers to obtain consent (as to which, see above) but such
compliance
will not, in itself, ensure that any purported consent is both
“specific” and “informed”.
She
suggested asking orgs/individuals for
permission when we call them to confirm their details.
