It's always hard to formulate advice when one is personally close to the 
data subject.  So please can a clearer head than mine help me with some 
answers.

I have been asked as a friend to advise someone known to me well over an 
issue at their place of work, where possible 'in workplace bullying' is 
taking place, or otherwise the start of constructive dismissal.  The 
employer is a national or local governmental organisation.  I won't be 
too specific on that matter if that is ok with you all.

The employee wants to know how to require the employer to disclose 
meeting notes from the rather strange meetings that have been held with 
the department's overall boss and where they have started to feel 
particularly uncomfortable.

Are we looking at DP legislation here, or, is it an HR issue with other 
legislation surrounding it that may help or hinder, please?  The 
employee is getting their trade union involved as a priority, but unions 
also need advice in areas where they may be less aware.
