Probably something very specialised, I recall having seen old trade
directory entries for brushes before, and in the past, a brush was made
specifically for every conceivable use!  I think Beamish have a good
collection of old trade directories, they might be able to help?
Otherwise, I'm sure the book 'Yesterday's Shopping: The Army and Navy
Stores Catalogue' - a facsimile reprint of the 1907 catalogue - might
potentially be of some use.

The two brushes in the images attached have been donated to us. However,
the donor was not too sure what they were used for or when they
