Current Awareness & Alerting Service Officer Role
2. Job Summary
For the past 7 years health librarians and knowledge managers from East Midlands and South Yorkshire PCTs have been working collaboratively to deliver a current awareness service for managers and staff in primary care. Via an open tender, organised by the National Library for Health (NLH), this has now become the National Current Awareness and Alerting Service, to be managed by a Board from the existing consortium members and requires a service officer.
Working with the National Current Awareness and Alerting Service Management Board, the service officer’s role is to proactively improve, enhance, expand and promote the existing service. This will involve negotiation with current and potential contributors, managing editorial and quality issues, developing guidelines and monitoring performance and quality. The service officer will be required to deliver training to contributors and end users and develop the associated training materials.
This has been and will be an innovative service, both in its use of technology and the service model used and therefore requires a flexible and forward looking approach.
3. Communication and Relationships
Develop a series of communication systems with all current contributors
Facilitate good working relationships with current contributors
Build working relationships with potential contributors in order to persuade them of the benefits of the service model and to become involved
Continually work with the Management Board in order to improve and expand the service including attending their meetings
Represent and promote the service at both local and national events in order to attract contributors and extend the user base
Provide training to contributors in data entry and extraction in order that the information can be re-purposed for local use and in the use of RSS technology; assist end users in using RSS feeds and develop online training and support materials
Act as the communication link between the contributors and the Management Board offering routine and non-routine technical and editorial advice, as appropriate e.g. producing output from the database in a variety of formats
Liaise with NLH communications personnel regarding marketing and promotion
Produce service activity reports.
Develops and maintains positive working relationships with the Management Board and service users, partners and stakeholders.
Relationships
Management Board, NLH, current and potential contributors who may be librarians, library managers, information professionals from both NHS and other organisations. Derbyshire County PCT Knowledge Services, service users, SHA and their website provider, EIBS.
4. Knowledge, Training and Experience
Degree or equivalent level of knowledge
Minimum 6 months experience of working in a library/information unit or learning environment
Planning or working towards library/information qualifications
Excellent written and verbal communication skills in formal and informal situations
Report writing/presentation skills
Experience of dealing with a wide range of users
Able to manage own workload effectively

5. Key Responsibilities
1. Work proactively with current contributors of the PCCAS service and encourage new contributors to the service
· Build relationships with current contributors in order to support and encourage their continued involvement
· Develop a series of communication systems with contributors including the establishment of a discussion forum for contributors
· Encourage potential contributors to become involved by using persuasive and negotiation skills
2. Manage editorial and administrative resources
· Keep records of contributors and potential contributors
· Develop, review and keep up to date editorial guidelines in line with Management Board directions
· Adjusts the operational plans of the service in line with the Management Board, initiating subject category changes as appropriate, to accommodate the extension of the service to Mental Health and Secondary Care.
· Develops operational practices and policies for the service and makes recommendations to the Board around service development throughout the 3-year project period
· Monitor expenditure and ensure invoices are sent out and paid on time
3. Liaise with NLH communications personnel regarding marketing and promotion
· Utilise NLH communications channels e.g. monthly newsletter, the For Librarians section of the NLH website for recruitment, consultation and development activities
4. Collate activity statistics and develop reports to the Management Board and NLH
· Regularly report to the Management Board on the progress of the service including activity statistics, contributor information and subject coverage
· Produce and submit the monthly progress update to NLH
· Produce quarterly financial statements
5. Ensure continued quality and performance
· Regularly review and update the website and report technical issues/problems
· Regularly review the database in order to identify and amend inputting errors, duplication, etc
· Ensure adherence to editorial guidelines and full indexing of contributions using the controlled vocabulary
6. Assist in Promoting the discovery, submission and evaluation of new newsfeeds to the NLH RSS Directory as part of the NLH MyLibrary channels architecture development
· Keep a record of new newsfeeds and assess how well they meet inclusion criteria for the NLH RSS Directory
7. Assist in developing and maintaining content for the knowledge templates, again as part of the NLH MyLibrary channels architecture development
8. Work with the Management Board and NLH to develop user guides and training materials for both information professionals and end users
· Develop and deliver training to contributors and users including associated guides/handouts/training materials and online learning aids selecting and using appropriate technology
Participate in appraisal systems and undertake mandatory training
The workload will vary from week to week, but the main areas of work will be 1, 2, 5, 6 and 8. It is estimated they will take up around 70% of the time

7. Financial and Physical Resources
The Service Officer is responsible for the equipment given for their use, i.e. laptop computer and projector
Responsibility for managing the delegated service budget and organising various payments, as and when required and reporting to the Board.
8. Organisational Chart and Responsibilities for Human Resources
Assist in the recruitment of voluntary contributors to the service from within the NHS.
Deliver training and instruction to contributors and users. This would be ongoing as the service expands.
9. Freedom to Act
Clearly defined occupational policies provided by NLH and Management Board; the work is managed, rather than supervised. Support and guidance from the Management Board and line manager (part-time) as required but the postholder is expected to be able to work proactively and independently

Will be required to move equipment (including laptops, projectors and files) when setting up training events, doing presentations, etc
