'Basic Income and Paternalism'

Does the fact that Basic Income is an unconditional scheme also make it a non-paternalistic one?  The answer to this depends upon the social, political and moral ends that we see as desirable.  This presentation discusses paternalism in relation to theories of distributive justice - particularly luck egalitarianism - and draws out the potential implications for Basic Income debates on that basis.
