On Paul's point I actually disagree. If the marketing follows the sort
of FOI enquiry Roland refers to it is in my view clearly directed at the
individual - rather than just being sent to a random employee or generic
mailbox / department. 

We all I am sure look at / subscribe to many sites and services of a
professional nature, opting in or out as we desire. If the supplier /
publisher could just ignore our preferences and bombard us with direct
marketing as and when the mountain would get a whole lot bigger than it
already is.

in your public authority who makes buying decisions regarding
