Having looked at a couple of downloaded papers, I think you are right. But also Turnitin includes the Bibliography which you may or may not allow as part of the students word count. And if the student is including their name and any other reference data on each page within the submission this will get counted. I must admit I tend not to worry unless the Turnitin Word Count is very different and might indicate the loss of part of the submission.
