Having looked at a couple of downloaded papers, I think you are right.
But also Turnitin includes the Bibliography which you may or may not
allow as part of the students word count. And if the student is
including their name and any other reference data on each page within
the submission this will get counted. 
I must admit I tend not to worry unless the Turnitin Word Count is very
different and might indicate the loss of part of the submission.

We've not been using Turnitin all that long and one of our students has
noticed a difference between the word count he gets in MS Word and the
word count he gets at the top of his originality report.  I'm guessing
this is because Turnitin handles hyphenated words and things like 'e.g'
as separate words when MS Word counts them as single entities.

Does that sound right?
