Advice would be appreciated on this please.

Does anyone know what the current standard is for dealing with special
characters such as quotation marks when they occur at the beginning of a
245 title field. This includes both when the title begins with a
non-filing word and when it does not.

Examples:

1. 

245 05 The "Pearl"

or 245 04 The "Pearl"

2.

245 01 "Citizens of no mean city"

or   245 00   "Citizens of no mean city"

Are they supposed to be dealt with by the 'filing characters to be
ignored' indicators, or by the Library Management System being set to
discount such characters in all filing?
