I feel the situation would be helped if it wasn't a career imperative to 
change jobs frequently - and always long before any results could be 
anticipated from the manager's last initiatives.
We are now in the in the middle of the third major reorganisation since 
the PCTs merged in the last restructuring of PCTs - in which we were 
merged with two other PCGs only 2 years IIRC after the HA had been split 
into 4 PCGs!

At every split and merger, we lose administrators: sadly, often the best 
of them.

How about looking at the structures and career paths as well?
