It is.  However, if the student is receiving IB and IS, they may well
be getting the amount that means they will still receive some of
IB(IS) even whilst doing a full-time course, and thus still get the
other non-monetary benefits of receiving IS...so it's worth a try.
Also, the DWP and BEL do not always get their regulations right.

It's also worth noting that (unfortunately) at the current time, there
are likely to be students within any institution who are on SDA or IB
or (perhaps) the new ESA.

Youth rules apply to IB slightly differently than they did to SDA, but
still exist(ed), and anyone in receipt of IB or SDA can claim IS on
top...although it's more likely to be possible if they're on SDA (as
the criteria for income still have to be met).

In other words, it's a minefield, which is why the DWP themselves get
it wrong sometimes.
