I'm grateful to all for responses on and off list.  The general view is against such sharing but, interestingly, I now know of two areas in which this data sharing has been undertaken, so I obviously need to look further into what legislation/agreements enabled this.

Regardless of legality, it would be unlikely to work in places such as London where a GP's list could be made up of people from two or three different boroughs.  I doubt the practices would have the resources to make accurate reports to each borough.  That is also assuming that their lists are up to date.  I don't suppose that removing themselves from a GPs list is top priority for all those migrant workers who are now returning home, or even house-sharers who have moved on.

Information sharing between NHS and Councils for Census planning





It is being proposed to share information about people's GP Practice registration with the city council in order to support the preparation/planning being undertaken in advance of the 2011 census.
 
If anyone has views or information to share about this, I'd be glad to hear from them.
