I'm grateful to all for responses on and off list.  The general view is
against such sharing but, interestingly, I now know of two areas in which
this data sharing has been undertaken, so I obviously need to look further
into what legislation/agreements enabled this.

Regardless of legality, it would be unlikely to work in places such as
London where a GP's list could be made up of people from two or three
different boroughs.  I doubt the practices would have the resources to make
accurate reports to each borough.  That is also assuming that their lists
are up to date.  I don't suppose that removing themselves from a GPs list is
top priority for all those migrant workers who are now returning home, or
even house-sharers who have moved on.

It is being proposed to share information about people's GP Practice
registration with the city council in order to support the
preparation/planning being undertaken in advance of the 2011 census. 
  
If anyone has views or information to share about this, I'd be glad to hear
from them.
