There are several good documents out there regarding classroom spaces
here are some

Space for Art is another useful but quite old document now.

A quick search on www.teachernet.gov.uk will produce lots of results. 

Space per pupil is recommended at 2.8sq metres there must be
requirements for loos not sure what those are.
