It is not illegal for individuals to tape conversations providing the
recording is for their own use.  If a person intends to make the
conversation available to a third party they should obtain the consent
of the person being recorded but failure to do so is a civil not a
criminal matter.   I  recall there was a good deal of furore when Sir
Ian Blair taped his conversations with the attorney general without his
knowledge but the behaviour was simply described as improper.

As to what you do about it I'm not sure apart from warning your officers
that it might  happen.
