Information that would be helpful:
- version of CCP4
- Operating System/ Type of computer
- exact error message (cut-and-paste)
- file permissions (cf. James Stroud's answer) of the mtz-file in question
- the output of 'which mtzdump' run both as user and as root

Can you open a terminal, change to the particular directory where the 
mtz-file resides and type 'mtzdmp your-mtz-file.mtz'?
